$480 Million Energy Overhaul at Minneapolis-St. Paul International Airport: Terminal 1 Boiler and Chiller Plants to Be Rebuilt

Wednesday, October 28, 2026 · States · GSM News

Minneapolis-St. Paul International Airport in Bloomington, Hennepin County, Minnesota, is set to begin a $480 million energy overhaul. According to an announcement on October 28, contractor JE Dunn Construction has been selected as construction manager at risk for the Terminal 1 boiler and chiller replacement and Energy Management Center expansion project; the Metropolitan Airports Commission approved the selection on September 22.

The project will overhaul the central utility plant that heats and cools Terminal 1 and its parking structures. The plant has operated around the clock since the terminal opened in the early 1960s and has reached the end of its useful life; it serves more than 3 million square feet and accounts for about 75 percent of the airport's natural gas use.

Under the plan, the existing Energy Management Center building will be demolished and rebuilt, the steam boiler plant upgraded, the chilled water plant fully replaced, and new industrial heat-recovery chiller and hot water distribution systems built, possibly along with a 28-well geothermal system.

The project also includes rebuilding and expanding six gate areas in Concourse C, demolishing about 183,400 square feet of old space and building about 310,000 square feet of new facilities, with improvements to restrooms, concessions, airline space and airport support areas. Design work is under way; early work is expected to start in 2027, main construction in 2028 and completion in 2032, with the airport remaining fully operational during construction.
