Florida Arrests Unlicensed Agent Ohan, Barred Since 2002, and Accomplice Villaruel in Fake Insurance Certificate Scheme Involving $10,500 Premium

TALLAHASSEE, Florida — Florida Chief Financial Officer Blaise Ingoglia announced on October 27 that the Department of Financial Services' Criminal Investigations Division (CID) has arrested Yaudat Antonio Ohan, an alleged unlicensed insurance agent, and his accomplice Alberto Villaruel. Ohan has been permanently barred from holding an insurance agent license since 2002, yet allegedly worked as an agent at Villaruel's agency and provided fraudulent insurance coverage, collecting a $10,500 premium from a construction company for policies that were never active. The case will be prosecuted by the Miami-Dade State Attorney's Office.

According to the department, the investigation began when a construction company submitted two fraudulent Certificates of Insurance (COIs) to a DFS compliance officer. The insurance company confirmed the policies were never active and that the $10,500 premium was paid to Ohan, who provided the company owner with the COIs. Investigators found that Ohan acted as an insurance agent at Villaruel's agency, and that Villaruel, the agent-in-charge, knew Ohan was unlicensed and let him collect premiums without providing valid coverage.

Ohan was arrested on September 28, 2026, and charged with conspiracy to commit racketeering, organized scheme to defraud, grand theft, uttering a forged instrument, unlawful use of a telecommunications device, transacting insurance without a license, and insurance funds diversion. Villaruel was arrested on October 20, 2026, and charged with grand theft, organized scheme to defraud, and conspiracy to commit racketeering. Ingoglia said anyone acting as an unlicensed insurance agent, or aiding one, will face the full brunt of the law. The department encourages anyone with knowledge of fraud to call the insurance fraud hotline at 1-800-378-0445 or report it at FraudFreeFlorida.com.
