Portland City Council in Multnomah County, Oregon, Votes 12-0 on October 28 to Ban Guns in City Meeting Buildings: Concealed Handgun License Holders Also Barred

Wednesday, October 28, 2026 · States · GSM News

The Portland City Council in Multnomah County, Oregon, voted 12-0 on October 28 to pass an ordinance ending the exception that had allowed concealed handgun license holders to carry firearms into buildings the city uses for official meetings, the city announced on October 29. Under the new ordinance, even people with a concealed handgun license may no longer bring a handgun into City Hall, the Portland Building or the 1900 Building; the only exceptions are police, security personnel and a few other groups required by state law to be allowed to carry. The city's human resources rules already barred most employees from carrying firearms on city property even with a concealed handgun license, but non-employees with a license could still bring private firearms into public meeting spaces, a gap the new ordinance closes. The sponsor, Council President Jamie Dunphy, said he pushed for the ordinance after witnessing confrontations and threats during protests in the council chambers, and that he was concerned about concealed handguns being present, noting that in a tense environment security personnel can hardly tell in a split second who is a good guy and who is a bad guy. Oregon law currently preempts most local gun regulation, but Senate Bill 243, which took effect on September 26, 2025, allows local governments to decide whether the concealed handgun exception continues in their official meeting buildings, and Multnomah County made the same choice in September 2025.
