Honolulu Mayor Signs Three Transit-Oriented Development Ordinances Announced October 29: Land Use and Zoning Changes Around East Kapolei Rail Stations Take Effect

In Honolulu, City and County of Honolulu, Hawaii, Mayor Rick Blangiardi has signed three transit-oriented development ordinances into law, the city Department of Planning and Permitting announced on October 29.
The three ordinances cover the areas around the East Kapolei rail stations: Ordinance 26-31 updates and expands the transit-oriented development special district across the East Kapolei station areas; Ordinance 26-32 rezones the same area to allow higher density, taller buildings and more mixed uses; and Ordinance 26-30 amends the state land use boundary for nearby areas to allow urban use.
Together, the three ordinances form the land use and zoning framework supporting future development around the East Kapolei rail stations, aiming to build more compact, mixed-use communities around transit stops and reduce reliance on cars. East Kapolei is a growing area along the Honolulu rail line, and with the ordinances in effect, development projects there will proceed under the new zoning rules.
