Virginia Beach Electoral Board to Vote October 30 on Justice Department Observer Request; Civil Rights Groups Also Seek Neutral Observers

Thursday, October 29, 2026 · States · GSM News

The Virginia Beach electoral board in Virginia is scheduled to meet at 1:30 p.m. on Friday, October 30, to decide whether federal election observers may be present at local polling places on Election Day. The board will discuss and vote on a request for neutral observers from the U.S. Department of Justice. Justice Department officials already met with city and local election officials on Thursday, October 29, and the department did not respond to a request for comment that day.

The board will also consider requests for neutral observers from four civil rights organizations, including the Advancement Project and the NAACP, which hope to place observers where the Justice Department's observers will be. Those organizations sued the Justice Department earlier this month over its plan to send 1,000 poll monitors across the country, arguing it could intimidate voters, including voters of color.

Christine Lewis, Virginia Beach's director of voter registration and elections, said the arrangements are still under discussion. Virginia Beach lies in Virginia's 2nd Congressional District, whose result will affect the balance of power in Congress; Republican incumbent Representative Jen Kiggans faces a challenge from former Representative Elaine Luria, a Democrat who previously held the seat.
