Missouri Approves First Renewable Natural Gas Project on October 29: Wastewater Plant Biogas to Enter the Gas System

On October 29, 2026, the Missouri Public Service Commission issued an order approving two requests by Spire Missouri Inc. related to its "KC Water Project" renewable natural gas project. It is the first renewable natural gas project approved by the commission.
The first request was for a certificate of convenience and necessity to construct, install, own, operate and maintain equipment and facilities to produce, process, interconnect by pipeline and distribute renewable natural gas; the second was to implement a renewable natural gas program.
The project will build a biogas upgrading facility, a meter and regulation interconnect and a transmission pipeline in Jackson County, all connecting to Spire's distribution system in western Missouri. The project will capture biogas generated by Kansas City's Blue River Wastewater Treatment Plant, clean it, and inject the resulting renewable natural gas into the distribution system.
The commission said that under Missouri law and commission rules, investor-owned natural gas companies must obtain commission approval before implementing a renewable natural gas program. The approved agreement includes consumer protection provisions, capping the total project capital investment Spire may seek to recover in future rate cases, to guard against excessive costs associated with the program. Commission spokesperson Sarah Fontaine confirmed the order's release.
