Maryland: Governor Moore Breaks Ground on Odenton Transit-Oriented Development Garage

Friday, October 30, 2026 · States · GSM News

Maryland Governor Wes Moore broke ground on October 28 on the Odenton transit-oriented development garage. The roughly $56 million, 1,100-space commuter garage rises at the Odenton MARC Station in Anne Arundel County, Maryland, on a nearly 13-acre site, with completion expected in summer 2028.

The project is financed by Anne Arundel County and delivered with MEDCO. It includes $4 million in federal funding secured by Senator Chris Van Hollen and Representative Steny Hoyer, a $750,000 MDOT Transit-Oriented Development Capital Grant from the program's first round, and land provided by the Maryland Department of Transportation.

The garage is the first phase of the Odenton TOD. The full station-area plan includes 585 multifamily homes (130 affordable, 20 workforce and 435 market-rate) and more than 180,000 square feet of public amenity space; the garage frees up more than 30,000 square feet for a walkable mixed-use district. The state expects the broader station area to generate more than $270 million in new tax revenue over 30 years.

Odenton is the busiest intermediate station on the Penn Line and the third busiest overall, behind Washington Union Station and Baltimore Penn Station.

In November 2025, MDOT selected Homes for America and Questar Properties as joint development partners for the station area. Moore, Van Hollen, Lieutenant Governor Aruna Miller, MDOT Secretary Katie Thomson and Anne Arundel County Public Works Director Karen Henry attended the groundbreaking.
