Illinois: Gov. Pritzker Announces $156 Million in Funding for Housing

Illinois Governor JB Pritzker announced on October 29 a $156 million housing investment package, including $103 million in new state BUILD funding administered by the Illinois Housing Development Authority (IHDA).
The first component, Opening Doors, provides $25 million to help about 3,000 buyers with $9,000 in down payment and closing cost assistance, forgiven after five years; applications opened on October 29.
A second component uses Low-Income Housing Tax Credit financing: $36 million in BUILD funds within $76 million overall, supporting 20 new and 22 preserved affordable developments across 15 counties, for a total of 969 affordable homes. The New Homes Illinois program adds $3 million in state funds toward $20 million for new single-family homes, with requests opening in spring 2027.
Permanent Supportive Housing receives $14 million in state funds within a $50 million round opening in November 2026 for 187 homes. The $25 million SmartBuy relaunch, coming in spring 2027, can pay off up to $40,000 of a buyer's student debt plus $5,000 in deferred assistance, and is expected to serve more than 550 buyers.
The state said Illinois is short about 142,000 homes and needs more than 225,000 additional homes within five years; the FY27 budget commits $250 million in total to the BUILD initiative.
Pritzker, Lieutenant Governor Juliana Stratton and IHDA Executive Director Kristin Faust said the package tackles three problems at once: the cost of buying a first home, the overall supply of housing, and supportive housing for people exiting homelessness.
