Tampa Council Narrowly Approves Rays Community Benefits Agreement Tied to $80 Million in Taxpayer Money

The Tampa City Council voted 4-3 on Thursday, October 29, to approve a community benefits agreement with the owners of the Tampa Bay Rays, reports on October 30 said.
The agreement is tied to the city's $80 million in taxpayer funding for a new ballpark; in return, the Rays are to provide the city with $21 million in benefits. Of that, $4.2 million must be delivered within five years, with about 70 percent — roughly $3 million — required as direct cash spending rather than goods or services; from 2031, the cash requirement drops to 50 percent. Named items include $200,000 for police in New Tampa, $300,000 for the West Tampa Yellow Jackets Little League, $1 million toward improvements at Al Lopez Park, one of the city's largest urban green spaces, and $1.25 million for housing stability and anti-displacement.
Some councilmembers and community members remained concerned about the stadium funding and the rushed timeline of the agreement, saying the benefits remain small compared with the public investment. The narrow vote shows the new ballpark plan remains divisive locally.
