Six Vacant Downtown Fargo, North Dakota, Lots Win Tax Incentives for Redevelopment on October 30

Friday, October 30, 2026 · States · GSM News

In Fargo, Cass County, North Dakota, the City Commission recently approved a revamped commercial redevelopment Payment in Lieu of Taxes (PILOT) policy, reported on October 30. The policy is designed to accelerate the conversion of underutilized commercial properties into high-density assets, offering tax relief to businesses and real estate investors launching new or expansion projects.

Targeting designated urban infill zones, the policy offers qualifying commercial redevelopments up to a 10-year, 100 percent property tax exemption. Projects must drive significant density by building on vacant parcels or doubling the existing housing unit footprint on a site, and must commit a 5 percent workforce housing set-aside with units capped at 80 percent of area median income. The city hopes the framework will revive idle or underused commercial properties and spur redevelopment downtown and nearby.

The commission's first approval under the new policy was an $8.4 million gross tax incentive for the $61.6 million COVE Living mixed-use development. Applications are evaluated project by project, and the policy's real effect will depend on how many qualifying projects materialize.
