Texas Grand Jury Indicts ICE Officer in Houston Over an October 10 Vehicle Strike, Charging Second-Degree Aggravated Assault

In Houston, Harris County, Texas, District Attorney Sean Teare announced on October 30 that a Texas grand jury has indicted Immigration and Customs Enforcement officer Mario Alberto Morales on a charge of second-degree aggravated assault with a deadly weapon, which carries two to 20 years in prison if convicted.
The case stems from a stop on the morning of October 10 at about 7:30 a.m. on Clay Road in northwest Harris County. Morales, driving a 2025 Jeep Grand Cherokee, moved to stop a vehicle driven by Miguel Parra-Hernandez; Parra-Hernandez and another occupant fled on foot, and video showed Morales striking Parra-Hernandez with the vehicle. The district attorney's office released Morales' body camera footage, surveillance video, and audio of his 911 call on October 30.
Teare said Parra-Hernandez, 48, an unauthorized immigrant from Mexico, had no criminal history, no deportation order, and no pending immigration proceedings at the time. Morales' attorney called the collision a tragic accident, not a crime. Morales was hired by ICE in August 2025 and, as of October 30, was not yet in custody.
