Massachusetts Senate Budget Committee Sends Supplemental Bill to the Floor: Bristol County Sheriff Fiscal 2025 Cap Set at Nearly $9.92 Million, Full Senate Vote on November 5

Massachusetts — The state Senate's budget committee on October 29 sent the full Senate a supplemental spending bill that sets a cap of $9,917,965 on fiscal 2025 costs already incurred by the Bristol County Sheriff's Office, money the House left out of its version passed last week. The Senate is scheduled to take up the bill on November 5.

The bill, Senate No. 3290, sets aside a $110.2 million reserve in item 1599-8925 for fiscal 2025 costs of the state's 14 county sheriffs' offices. Bristol County's cap ranks fourth, behind Hampden County at about $27.1 million, Suffolk County at about $22.3 million and Plymouth County at about $16.8 million.

The bill also adds a $134.6 million reserve for sheriffs' fiscal 2026 costs and requires each office to submit a spending plan showing how it will operate within its budget. Bristol County Sheriff Paul Heroux is in focus after the bill advanced; under the current budget his office must file three reports with the state by Monday.

The bill's fate will decide whether the Bristol County Sheriff's Office can use the reserve to cover its fiscal 2025 shortfall, and it affects funding arrangements for county law enforcement statewide over the next two fiscal years. The full Senate vote bears watching.
