Virginia Corrections Launches "Operation Porch Lights Out" for Halloween Night, October 31: 43 Districts Remind Supervised Sex Offenders of the Rules; 14 Violation Warrants Issued Last Year

Richmond, Virginia — The Virginia Department of Corrections announced on October 30 that its probation and parole officers will join the Sex Offender Programs and Monitoring Unit, the Virginia State Police Sex Offender Investigative Unit and local law enforcement for "Operation Porch Lights Out" on Halloween night, October 31, reminding sex offenders under community supervision to follow Halloween rules so families can celebrate safely.
Some districts will also run "Trick or Treat or Report In," requiring probationers and parolees to report to designated locations on Halloween night for monitoring.
The department said that after the 2025 Halloween compliance checks, 14 probation violation warrants were issued statewide, evidence that the annual operation has teeth. The department supervises more than 57,000 probationers and parolees across 43 districts. Director Joseph Walters said probation and parole officers' work both helps those under supervision live pro-social lives and helps people returning to society transition successfully after incarceration.
The department reminded parents to have children travel in groups on Halloween night, stick to well-lit routes and report anything suspicious promptly.
