DHS: ICE Lodges Detainer for Sierra Leone National Charged With Attempted Murder and Kidnapping After Baltimore Stabbing

Friday, October 30, 2026 · Federal · GSM News

U.S. Immigration and Customs Enforcement (ICE) has lodged a detainer asking authorities in Maryland not to release a Sierra Leone national accused of kidnapping and stabbing a 15-year-old girl in Baltimore, the Department of Homeland Security said in a statement on October 30. The detainer was lodged on October 24.

According to local reporting cited by DHS, the incident occurred in Baltimore on October 22. The suspect, Abubakarr Barrie, allegedly picked up the victim and brought her to a basement property he was renting, where he allegedly stabbed her several times before she escaped and was encountered by police. Baltimore Police arrested Barrie and charged him with attempted first-degree murder and kidnapping. The charges are allegations pending trial.

DHS said Barrie had previously been arrested by the New York City Police Department in July 2026 on charges of third-degree possession of a forged instrument, and that ICE's detainer at that time was not honored. DHS said Barrie illegally entered the United States through Arizona in December 2023 and was released after being arrested by the U.S. Border Patrol. Homeland Security Secretary Markwayne Mullin urged Baltimore County authorities to honor ICE's detainer.
