Lincoln Police Complete No-Bid Contract Investigation and Turn File Over to Nebraska Attorney General

The Lincoln Police Department has completed its investigation into a 2024 no-bid emergency contract and turned its complete investigative file over to the Nebraska Attorney General's Office for review, according to the Attorney General's Office and local reporting. Governor Jim Pillen issued a statement on the completion of the investigation on October 30.
The case grew out of allegations referred by State Auditor Mike Foley concerning a May 2024 contract by the Department of Economic Development: a roughly $2.5 million emergency contract, awarded without competitive bidding at the Governor's recommendation, to Global Sustainability Developers to promote Nebraska's bio-economy industry. At the Nebraska State Patrol's request, the Lincoln Police Department began investigating in March 2026.
The Attorney General's Office said Lincoln Police investigators reported at an October 28 briefing that their investigation determined the Governor's Office was not implicated in any criminal wrongdoing. Based on that information, the office determined that no conflict prevented its review and agreed to accept the file for an independent assessment, which will begin immediately.
