North Dakota Updates SNAP Purchase Rules to Encourage Healthier Food Choices

North Dakota Health and Human Services (HHS) is reminding residents that, starting November 1, the state's Supplemental Nutrition Assistance Program (SNAP) will encourage healthier food choices by updating which items can be purchased with an Electronic Benefits Transfer (EBT) card. The change is being implemented under the state's SNAP Healthy Food Choice Waiver.
HHS Commissioner Conner Swanson said the change to what can be purchased with an EBT card creates an opportunity for families to make choices that support their health and well-being. By prioritizing nutritious foods, he said, families can make the most of their benefits while investing in their long-term health and reducing their risk of chronic diseases.
HHS, headquartered on the Capitol grounds in Bismarck, in Burleigh County, has posted details on its SNAP Healthy Food Choice Waiver webpage, including which items can or cannot be purchased with an EBT card. Flowcharts are also available on the page to help participants determine whether an item can be purchased with an EBT card.
Retailers can request a list to assist them in updating their point-of-sale systems through the department's SNAP Healthy Choice Waiver retailer webpage, so that checkout systems correctly recognize eligible and ineligible items when the new rules take effect.
Residents with questions about SNAP can visit the department's apply-for-help page or contact the Customer Support Center by phone at 866-614-6005, Monday through Friday, 8 a.m. to 5 p.m. Central Time. They can also contact a local human service zone office for assistance.
