Oklahoma Unveils 104 Opportunity Zones 2.0 Tracts Across All Six Regions

Oklahoma Governor Kevin Stitt and the Oklahoma Department of Commerce, based in Oklahoma City in Oklahoma County, announced that 104 Oklahoma census tracts have been designated as Opportunity Zones 2.0. Federal Opportunity Zones were created to encourage long-term private investment in low-income areas.
Stitt said Oklahoma is the most business-friendly state in the country and that Opportunity Zones 2.0 will help bring new investment to every corner of the state. He said the designations will give communities another tool to attract investment, create jobs and build new opportunities for Oklahomans.
Oklahoma Commerce CEO John Budd said the state saw a record $14.7 billion invested in 2025, and that Opportunity Zones are a way to ensure capital reaches the entire state. He said the designations will help communities attract new investment, create jobs and expand their local economies.
The 104 designated Opportunity Zones span rural and urban communities across six regions of Oklahoma, with a slight emphasis on rural communities: 15 in northeast Oklahoma, eight in northwest Oklahoma, 17 in southeast Oklahoma and 11 in southwest Oklahoma, with 31 in the Oklahoma City metropolitan area and 22 in the Tulsa metropolitan area. The designations were made with input from the public and focused on five categories: industrial parks, community desire for housing, shovel-ready sites, potential partnerships and sales tax revenue generation.
Local development officials welcomed the designations. Marcie Mack, executive director of the Enid Regional Development Alliance, said Enid is fortunate to retain two established Opportunity Zones as a tool for attracting private investment in housing, downtown development and industrial revitalization. Bill Murphy, president and CEO of the Ardmore Development Authority, said the designation strengthens the Ardmore Industrial Airpark's ability to compete for projects in aviation, manufacturing and logistics.
Opportunity Zones 2.0 goes into effect on January 1, 2027, and will remain in place through 2036. The Department of Commerce has published a statewide Opportunity Zone 2.0 map for communities and investors.
