Missouri Cold Weather Rule Takes Effect November 1, Barring Heat Shutoffs Ahead of Freezing Temperatures

In Jefferson City, Missouri, the Missouri Public Service Commission reminded consumers on October 30 that the state's Cold Weather Rule takes effect on November 1 and runs through March 31, 2027, as it does each heating season.
Under the rule, regulated utilities may not disconnect a resident's heat-related service on any day when temperatures are forecast to drop below 32 degrees Fahrenheit within the following 72 hours. The 72-hour forecast protection stems from Senate Bill 4, passed in 2025, which expanded the protection window from 24 hours to 72 hours.
The Cold Weather Rule is a standing seasonal protection meant to keep households from losing heat during the coldest months. Residents can find details on the commission's website or call its Consumer Services hotline at 1-800-392-4211.
