Phoenix, Maricopa County, Arizona — Halloween turned wet on October 31, the first rain on Halloween in the area since 1987, according to the National Weather Service.

A two-part storm system moved across Arizona. The first part dropped from a tenth of an inch to more than an inch of rain around metro Phoenix on October 30. As the second part arrived on October 31, the Salt River Project began releasing water from Granite Reef Dam, flooding low-water crossings along the Salt River upstream of Tempe Town Lake, including McKellips Road.

The weather service issued a flood warning for Maricopa County and later extended it through 8 a.m. on November 2, urging residents to keep heeding road closures.

Firefighters rescued six people from a wash in northeast Phoenix, and Tempe and Scottsdale crews rescued a driver who went around a barricade into a flooded roadway on October 30; no one was hurt in that rescue.

Phoenix could see another 1 to 2 inches of rain under thunderstorms, with up to 4 inches in higher terrain in central Arizona, and rain was expected to continue into November 1.
