New Hampshire Secretary of State Scanlan Reiterates Ballot Counter Safety: No Internet Connection, Tested at Each Polling Place

Concord, Merrimack County, New Hampshire — Secretary of State David Scanlan reiterated on October 31 that the ballot counting devices to be used in the November 3 midterm election are safe and reliable.

In a letter this week, Scanlan said the machines cannot connect to the internet or to other machines, each device is tested for accuracy at its polling location before use on Election Day, each unit carries a tamper-evident seal, and randomly selected machines are audited immediately after the election. The letter responded to a demand from 10 New Hampshire House Republicans for further testing, despite their producing no evidence the devices have counted inaccurately.

New Hampshire's counting devices were selected by the state Ballot Law Commission through a public process and are manufactured by VotingWorks and Liberty Votes. All ballots in the state are paper, leaving a verifiable record; 110 towns still count ballots by hand, and any voter may ask to have their ballot counted by hand.

A 2024 University of New Hampshire poll found 24 percent of residents consider voter fraud a serious problem and 17 percent lack trust in an accurate tally. Scanlan said the existing checks and safeguards are sufficient to ensure accurate results.
