New Hampshire Attorney General Halts Anonymous Senate Mailers With Cease-and-Desist Orders

Saturday, October 31, 2026 · States · GSM News

The New Hampshire Attorney General's Office announced on October 30 that its Election Law Unit has issued cease-and-desist orders over anonymous political mailers that lack the sponsorship disclosures required by state political advertising law (RSA 664). Concord, the state capital, is in Merrimack County.

The investigation began with a complaint from Concord resident Volodymyr Umanskyy. The mailers include pieces targeting Republican U.S. Senate candidate John Sununu over his positions on superintelligence and technology companies, and a piece endorsing Constitution Party candidate Edmond Laplante that claims he "voted for" a Charlie Kirk Day — the Attorney General's Office notes Laplante has never held office and could not have cast such a vote. A committee named on one mailer, the Committee to Protect NH Families, is not a political committee registered in New Hampshire, according to the office.

The office determined the mailers were produced and mailed by Journeyman Press, a Massachusetts printing company, and commissioned by Pinpoint Campaigns, a Washington, D.C. direct-mail firm; both companies received cease-and-desist orders. Journeyman Press told the office no more such mailers are scheduled to be sent to New Hampshire voters. The office also issued a separate order over a Suncook Valley GOP mailer that lacked required per-advertisement disclaimers.

The Attorney General's Office contacted the campaigns of Sununu, Laplante and Democratic candidate Rep. Chris Pappas, as well as the state Republican and Democratic parties; all said they had no prior knowledge of, or coordination with, the two companies. The Election Law Unit's investigation is continuing ahead of the November 3 election.
