Follow-Up: US Marine Corporal Arrested for DUI in Okinawa During Curfew: Japan Urges US to Tighten Discipline

Okinawa prefectural police said a U.S. Marine corporal, Calvin Montoya Cardona, 21, was arrested in the early hours of October 31 on suspicion of driving under the influence on National Route 330 in Okinawa City, Japan. Cardona is assigned to Camp Hansen with the III Marine Expeditionary Force. Police had first received a hit-and-run report at about 12:15 a.m. near Gate 2 Street; a breath test on Cardona found alcohol at more than twice the legal limit, and he admitted the DUI suspicion. Two other service members were riding with him; both vehicles involved had scratches and no injuries were reported, and whether Cardona was involved in the hit-and-run remains under investigation.
The arrest came during a curfew imposed as part of a 30-day "period of reflection" for U.S. forces on Okinawa: after another Marine, Lance Cpl. Devin Jacob Ballard, was arrested in early October on suspicion of robbing and killing a 39-year-old Japanese woman at a hotel in Naha and was later indicted, III MEF commander Lt. Gen. Benjamin Watson imposed an islandwide curfew from midnight to 5 a.m. starting October 9, restricting personnel to their bases. Cardona was arrested inside those curfew hours; he is now with his command, and the Marine Corps says the circumstances remain under review.
On November 2, Japanese Defense Minister Shinjiro Koizumi and Chief Cabinet Secretary Minoru Kihara both addressed the case, saying Tokyo had asked the U.S. side to thoroughly enforce discipline, take effective preventive measures and strictly implement the curfew. Kihara said it was "regrettable" and unacceptable that such an incident occurred despite the curfew, that it caused significant concern among local residents, and that Japan had conveyed its regret to the United States at a senior level.
