Philadelphia Voters: Mail Ballots Must Arrive by 8 P.M. on Nov. 3

Sunday, November 1, 2026 · Society · GSM News

On November 1, with Election Day on November 3 just two days away, Chinese voters in Philadelphia, Philadelphia County, Pennsylvania, need to note the rules for returning mail ballots. According to the Pennsylvania election guide issued by Asian Americans United, voter registration, applying for a mail ballot and returning a mail ballot are three separate procedures, each with its own deadline. A completed ballot must reach the county elections office or its designated receiving locations by 8 p.m. on November 3; a postmark dated before the deadline does not by itself count as on-time delivery. In-person polling places on November 3 are open from 7 a.m. to 8 p.m.

The Philadelphia City Commissioners previously announced two new mail ballot drop boxes, at Houston Playground in Northwest Philadelphia (900 Grakyn Lane, ZIP 19128) and at the Torresdale Boys Club in Northeast Philadelphia (4509 Linden Avenue, ZIP 19114). The guide also notes that mail ballot drop boxes are neither voter registration sites nor in-person polling places, and that voters living in other counties, such as Montgomery, Bucks and Delaware counties, should follow their own county's published return locations. Voters should rely on official information from state or county elections offices before voting.
