Columbia City Council Weighs Heritage Trail Task Force to Seek Preservation Zoning for Historic Sites

Monday, November 2, 2026 · States · GSM News

The Columbia City Council in Columbia, Boone County, Missouri, will meet on the evening of Monday, November 2, to consider creating a Mayor's Task Force for the African American Heritage Trail, aimed at securing further zoning protection for properties and buildings along the city's African American Heritage Trail.

According to the Columbia Daily Tribune's November 2 report, the zoning protection would not take effect immediately; the city first needs the task force to review trail locations and buildings and recommend which sites should receive historic preservation overlay (HP-O) zoning. The task force will work with the city's Historic Preservation Commission to determine whether HP-O zoning applies. At present, only five Columbia properties have historic preservation zoning, protecting them from modification or demolition.

The council will also hear several staff reports, including one on the historic McKinney Building and its Jazz Age connections; the city acquired the building in August 2023 and set up a task force that concluded in November 2024, and the council reviewed a feasibility study of the building at an April work session. The council may also accept a land donation from the Frank W. Morris Memorial Trust for a new trail area to be known as Boone Horizon Trails, adjacent to Stuart Park along South Stanley Poe Road, planned to include 7.85 miles of trails, a 40-car asphalt parking lot and a permanent restroom facility, with the donation valued at about $3.8 million. The council's vote will decide whether the task force is formally created.
