Connecticut Comptroller Sean Scanlon projected on November 2, in his monthly financial and economic update released in Hartford, Hartford County, Connecticut, a fiscal year 2027 General Fund surplus of $363.1 million and a Special Transportation Fund surplus of $207.0 million, both in general agreement with the Office of Policy and Management's projections.

In a letter to Governor Ned Lamont, Scanlon noted the Budget Reserve Fund, known as the Rainy Day Fund, is currently at its legal cap of $4.48 billion, or 18% of net General Fund appropriations for FY2027. The fund is projected to receive an additional $1.53 billion volatility cap deposit, temporarily bringing the balance to $6.01 billion, with transfers expected to reduce pension debt for amounts above the cap. Under current estimates, the full $363.1 million General Fund surplus will be transferred to the Early Childhood Education Endowment.

Scanlon said Connecticut has so far in 2026 outpaced the nation in both economic growth and job growth. The November update also examined the state's gig economy, noting the Federal Reserve's 2024 Survey of Household Economics and Decisionmaking found about one in five American adults had performed gig activities in the prior month.
