Pickens County Takes First Reading of Six-Month Data Center Moratorium: Ordinance 694 Pauses New Projects to Study Zoning and Infrastructure

The Pickens County Council in South Carolina met on November 2 for the first reading of Ordinance 694, which would impose a six-month moratorium on new data centers in the county while leaders evaluate potential regulations and study the projects' effects on infrastructure, utilities and future growth.
County records show the issue gained momentum after a developer inquired about locating a data center in Pickens County. At the October 5 council meeting, County Administrator Ken Roper said in council documents that officials had not previously been approached about a data center project but had recently fielded a developer's questions about the county's willingness to host one. If approved on first reading, the ordinance enters the county's legislative process, giving officials up to six months to examine zoning, land-use and infrastructure requirements for future projects.
The proposal originated with Councilman C. Claiborne Linvill after the county's UDSO Ad Hoc Committee studied the data center issue. Neighboring Spartanburg County recently advanced a similar temporary pause while drafting land-use standards. A data center site tracker shows 42 scored candidate sites in Pickens County.
