Virginia Offshore Wind Project About 85% Complete: 44 Turbines Installed, $11.65 Billion Budget Unchanged

Dominion Energy said in its third-quarter results update on November 2 that the 2.6-gigawatt Coastal Virginia Offshore Wind project, off Virginia Beach, Virginia, has reached about 85% overall completion, with 44 turbines installed and work on the 45th underway, up from 81% completion and 31 turbines at the end of July. Fabrication of all nacelles, towers and blades is complete.
The project remains on target for completion by the end of 2027, with its capital budget unchanged at about $11.65 billion including contingency. Turbine installation averages about two days per unit; progress in September and October was slower than expected due to weather and maintenance on the installation vessel Charybdis, completed in October, with delays still within the schedule contingency introduced last quarter. The third and final offshore substation is expected to be energized by the end of 2026.
All 176 monopile foundations and transition pieces are installed, and 143 of 176 inter-array cable segments, totaling about 260 miles, have been laid. The project began delivering power to Virginia's grid in March 2026; its 176 Siemens Gamesa 14-megawatt turbines are expected to supply about 660,000 homes when complete.
