Chicago Voters to Weigh In on Permanent Festival Venue Question With No Site, Cost or Funding Source Named

Voters in Chicago, Cook County, Illinois, will decide an advisory question on November 3 consisting of a single sentence: should Chicago develop a permanent festival and outdoor event space for large-scale events?
The vote is nonbinding and compels no city action either way. The question does not name a location, a cost or a funding source; it does not say whether the city would own and operate the venue or hand it to a contractor, nor which events would move there.
The City Council finalized its three November questions at a special meeting in July. Alderman Nicole Lee introduced the resolution in May with five co-sponsors.
The question grows out of frustration over long park closures: Grant Park closes each year for Lollapalooza, with setup and teardown extending the closure, and groups in Little Village oppose Riot Fest in Douglass Park. A May report found Lollapalooza paid $10.28 million in rent to the Chicago Park District and generated about $7.26 million in amusement tax revenue.
Supporters say a permanent venue could relieve pressure on parks; opponents say a yes vote with no price attached should not later be read as authorization to spend.
