Culver City Council Streamlines Public Works Approvals, Honors Local Leaders and Proclaims Filipino American History Month

The City Council of Culver City, in Los Angeles County, California, met on October 26, and the city on November 2 released its meeting summary: the council unanimously approved an ordinance amending the municipal code to authorize the City Engineer and City Traffic Engineer to approve plans and specifications for design immunity purposes under California Government Code Section 830.6, removing the requirement for City Council approval of plans and specifications prior to bidding.
Under the previous code, the council had to approve final plans and specifications for nearly all public works projects before they went out to bid, a largely procedural step that could add up to two months to a project's timeline. The council retains final project approval authority, as staff must still obtain council approval to award a construction contract, and Public Works staff will continue to ensure public input and transparency throughout project development. The ordinance adds a CEQA finding that the change is an administrative action exempt from environmental review under CEQA Guidelines Sections 15378 and 15061(b)(3).
The council also honored two local figures. Dr. Janet Cameron Holt, who has called Culver City home since 1970 and served as the city's Honorary Artist Laureate for Poetry beginning in 2015 before transitioning to Poet Laureate Emerita in 2019, was commended for decades of civic service and for launching the Artist Warrior Program in 2020; she will also be included in an anthology being compiled by California's Poet Laureate. Dr. Justinian Jampol, founder and executive director of the Wende Museum at 10808 Culver Boulevard, received a commendation upon receiving the Cross of the Order of Merit from the Federal Republic of Germany, recognized for contributions to cultural preservation and transatlantic understanding, including the museum's efforts during the January 2025 Palisades fire to rescue irreplaceable items from the Villa Aurora.
The council proclaimed October 2026 as Filipino American History Month in Culver City, with the 2026 theme 'Beyond the Margins: Centering Intersectional Filipino American Histories,' and recognized Culver City Kapwa, a local community group founded in 2023 connecting people of Filipino descent and their families. A public celebration is planned for October 10, 2027, at the Wende Museum.
Other approvals included purchasing three new fire engines from South Coast Fire Equipment for up to $3,888,628.09, with up to $194,500 in contingency amendments and a $1,098,128.09 appropriation from the Equipment Replacement Fund; authorizing grant applications of up to $11,500,000 through the California State Parks Statewide Park Development and Community Revitalization Program for Fox Hills Park, Tellefson Park and Culver West Alexander Park, and up to $625,000 through the Land and Water Conservation Fund for field improvements at Veterans Memorial Park; a $160,000 agreement with Weaver Consultants Group for the transfer station misting system; up to $195,000 more for CWE engineering design on the Citywide Bioretention Basin Project; a $356,315 amendment with SmartRise Elevators (total not to exceed $720,690); a $25,977.81 application to the Department of Justice Bureau of Justice Assistance bulletproof vest partnership; a three-year Microsoft Enterprise Agreement through SHI International at $439,994 per year; and a three-year waste processing agreement with Waste Management Inc.
The next City Council meeting will be held on Monday, November 9, 2026, at 7 p.m. at the Mike Balkman Council Chambers, 9770 Culver Blvd.
