Beijing — Valentina Matviyenko, Chairwoman of Russia's Federation Council, led a delegation on a visit to China from November 1 to 3 at the invitation of Zhao Leji, chairman of China's National People's Congress (NPC) Standing Committee. On November 2, Zhao held talks with Matviyenko at the Great Hall of the People in Beijing, and Matviyenko also met Wang Huning, chairman of the National Committee of the Chinese People's Political Consultative Conference.

Zhao said China is ready to work with Russia, taking the important consensus reached by the two heads of state as the fundamental guideline, to strengthen strategic communication, deepen political mutual trust and expand all-round mutually beneficial cooperation. He called for deeper cooperation in trade and investment, energy and resources, and connectivity, new drivers in frontier fields including super intelligence (SI), biotechnology and the digital economy, and steadier collaboration along industrial and supply chains. Zhao also briefed the Russian side on the fifth plenary session of the 20th Central Committee of the Communist Party of China, and said the two legislatures should deepen multi-level, multi-field exchanges and strengthen communication and coordination within multilateral frameworks such as the United Nations.

Matviyenko congratulated China on the successful convening of the fifth plenary session, saying the Federation Council is ready to enhance exchanges and cooperation with the NPC, give full play to the exchange mechanisms between the two legislatures, strengthen communication and coordination in international multilateral settings, and jointly uphold a correct view of history. After the talks, the two visited an exhibition of works by Russian painter Nikolai Fechin at the National Art Museum of China.

According to Russian and Chinese media reports, Matviyenko told reporters after the talks that Japan is accelerating its remilitarization, that such moves undermine regional peace and stability, and that Russia and China share deep concern and are ready to take coordinated measures in response. She also said Russia-China relations are at their highest level in history.

On November 3, Matviyenko traveled to Xi'an, where she met leaders of Shaanxi Province and visited Shaanxi Normal University, in events tied to the ongoing China-Russia Years of Education.
