Board Approves $14.55 Million Election Budget: About 2,500 Election Workers on Duty

The Riverside County Board of Supervisors in California voted 5-0 on October 27 to approve a final budget of $14.55 million for the Registrar of Voters to run the November 3 general election, serving the county's roughly 1.43 million registered voters.
According to the county's board agenda materials, about 84 percent of the budget comes from the county's General Fund, with the remainder from a state distribution under legislation passed in June earmarked for hiring temporary election workers. About 2,500 election workers are deployed countywide for this election, including roughly 160 temporary hires, staffing the ballot processing center and vote centers.
Registrar of Voters Art Tinoco is responsible for conducting the election. Turnout in Riverside County's June primary was about 38 percent. For this general election, mail ballots were sent to all registered voters, all 152 vote centers have been open since October 31, and polls on Election Day are open from 7 a.m. to 8 p.m.
The election budget covers ballot printing and mailing, transport and testing of voting equipment, worker training and pay, operation of the ballot processing center, and post-election counting and auditing. The Registrar must certify the results within the statutory period after completing the legally required manual tally audit.
