Feds Launch 'Operation Deep Cover' Patrols in Dallas's Deep Ellum After Halloween Shootings

U.S. Attorney Ryan Raybould announced on November 2 the launch of "Operation Deep Cover," under which the FBI, the Bureau of Alcohol, Tobacco, Firearms and Explosives, the Drug Enforcement Administration, the U.S. Marshals Service, the Texas Department of Public Safety and the Dallas Police Department will conduct uniformed and plainclothes patrols in the Deep Ellum district. Deep Ellum is in Dallas, Dallas County, Texas.
The operation responds to shootings in Deep Ellum over Halloween weekend: three shootings occurred within about 75 minutes in the early hours of November 1, killing four people and wounding at least 15, while thousands of revelers were on the streets. The medical examiner has identified two of the dead as Kaniesa Scott, 21, and Unique Elise Benjamin, 28.
Raybould said cases will be prosecuted federally wherever the facts and law allow, cases dating back to 2024 will be reviewed, and the agencies will meet monthly to coordinate. The first person federally charged is Treyveion Demby, 28, though reports say he is not a suspect in the three shootings. The complaint says an officer responding to gunfire saw him wearing a black ski mask and pointing a loaded pistol toward Main Street. An ATF expert determined the pistol was made outside Texas and had therefore traveled in interstate commerce, supplying the basis for federal jurisdiction. Demby had already been jailed in Dallas County on a state charge for the same conduct and is presumed innocent under the law. As of November 2 reports, police had not publicly charged any suspect in the three shootings themselves, and the investigation continues.
