2026 World Internet Conference Opens in Wuzhen: China's Foreign Ministry Outlines Super Intelligence Governance Vision

Tuesday, November 3, 2026 · World · GSM News

The 2026 World Internet Conference opened on November 3 in Wuzhen, Zhejiang, under the theme of openness and sharing in building a community with a shared future in cyberspace, with exchanges focused on frontier topics of the digital-intelligence era, in particular the development practices and governance concepts of super intelligence (SI). Chinese Premier Li Qiang attended the opening ceremony and delivered a keynote speech, and Chinese Foreign Ministry spokesperson Mao Ning outlined Beijing's position at the regular press conference the same day.

Mao said that, as Premier Li pointed out in his speech, despite rapid technological change, one major question people care about has never changed: how to make the internet better serve humanity. She said President Xi Jinping proposed the vision of building a community with a shared future in cyberspace at the 2015 World Internet Conference, offering a Chinese approach to internet development and governance issues. The ultimate purpose of internet development, she said, is to promote the all-round development of people, with a more people-centered orientation; internet technology should enhance people's capabilities, expand their choices, demonstrate their value and increase their well-being, rather than making people appendages of technology or widening development divides.

Mao said that in jointly building a community with a shared future in cyberspace, countries should uphold technology empowerment and open up new development space, and that China will keep its door open to innovation, promote technology transfer and knowledge sharing, and work with other countries to build an open, inclusive and vibrant digital innovation ecosystem. Countries should uphold trustworthiness and controllability and build a solid digital security barrier; China will always respect other countries' legitimate cybersecurity concerns, jointly address security challenges, and oppose building a 'digital iron curtain.'

Mao added that countries should uphold inclusiveness and balance so digital dividends are shared, and that China will actively implement the Global Development Initiative and support Global South countries in building digital infrastructure and improving digital technology capabilities. Countries should also uphold open dialogue and improve the multilateral governance system, and China will uphold extensive consultation, joint contribution and shared benefits to move global internet governance in a more just and reasonable direction.
