Follow-Up: Latvia's New Saeima Convenes: Kulbergs Government Formally Resigns and Stays as Caretaker as President Tasks Him With Forming a New Cabinet

Riga — Latvia's 15th Saeima held its first sitting and formally convened on November 3. Under Latvia's Cabinet Structure Law, the previous government is deemed to have resigned once the new parliament's term begins; the government led by Prime Minister Andris Kulbergs formally resigned the same day and will continue in a caretaker capacity until the Saeima approves a new cabinet.
President Edgars Rinkēvičs has tasked Kulbergs with leading the government-formation process and is due to meet him at Riga Castle on Wednesday morning, November 4. Kulbergs' United List won 41 of the Saeima's 100 seats in the October 3 parliamentary election, more than any other party.
The remaining seats went to Latvia First with 17, Sovereign Power/Association of Young Latvians with 15, the National Alliance and the Progressives with 10 each, and New Unity with seven. Formal coalition talks began last week, but which parties might join a governing coalition remains unclear; the United List is 10 seats short of the 51 needed for a majority on its own and must ally with at least one or two other parties.
As GSM reported earlier, Kulbergs became prime minister in May after his predecessor resigned, and then led the United List to the best single-party result since Latvia restored independence. Analysts expect Latvia's pro-European, pro-Ukraine course to continue.
