Tusk Says Poland Thwarted a Possible Provocation at the Kaliningrad Border: Police and Counterterrorism Units Reinforced

Tuesday, November 3, 2026 · World · GSM News

Polish Prime Minister Donald Tusk told a cabinet meeting on November 3 that a rapid deployment of security forces along Poland's border with the Russian exclave of Kaliningrad may have stopped an attempted provocation overnight, after border guards reported suspicious movement in the area. Tusk said he was alerted shortly after midnight that guards had seen "individuals with flashlights" near the frontier. "We very quickly mobilized the necessary security forces and means on site, and we successfully prevented any attempted acts of provocation, if that was the intention. Of course, we will never be able to completely confirm that," Tusk said. No incident took place and no injuries were reported.

Tusk said Polish and allied intelligence services had warned for weeks of possible acts of diversion or more serious provocation along the Russian border in the first half of November, including the possibility of armed individuals crossing into Polish territory. In response, Poland has sent significant additional police officers, strengthened the Border Guard and deployed counterterrorism units and troops from the GROM military special forces unit to the northeastern regions of Warmia-Masuria and Podlaskie. A special operation coordinated from national police headquarters aims to protect residents, spot suspicious activity early and guard critical infrastructure; national police chief Marek Boroń said the operation would run from Monday until at least November 8.

Tusk also said he had received warnings about possible escalation from Gen. Alexus Grynkewich, NATO's Supreme Allied Commander Europe, during an October meeting. In late September, a Russian Mi-8 helicopter reportedly crossed about 1,000 feet into NATO airspace from Kaliningrad.

Polish officials had not released evidence of a specific plan by Tuesday, and did not identify the individuals seen near the border.
