Hanoi — Vietnam's government has issued Decree No. 399/2026/NĐ-CP raising the regional minimum wages for employees working under labour contracts from January 1, 2027: monthly floors in the four regions will rise by between VND 310,000 and VND 390,000, with the highest, Region I, reaching VND 5.7 million a month. The decree, signed by Deputy Prime Minister Phạm Thị Thanh Trà, takes effect on January 1, 2027, and replaces Decree No. 293/2025/NĐ-CP.

Under the new decree, the monthly minimum wage in Region I rises from VND 5.31 million to VND 5.7 million (up VND 390,000); Region II from VND 4.73 million to VND 5.08 million (up VND 350,000); Region III from VND 4.14 million to VND 4.45 million (up VND 310,000); and Region IV from VND 3.7 million to VND 4.04 million (up VND 340,000), an average increase of 7.8 percent. Hourly floors rise in step: Region I from VND 25,500 to VND 27,400, Region II from VND 22,700 to VND 24,400, Region III from VND 20,000 to VND 21,400 and Region IV from VND 17,800 to VND 19,400.

Vietnam's National Wage Council had already agreed on July 16 on an average 7.8 percent rise from January 1, 2027; during the talks, labour representatives had sought 8.5 or 9.8 percent, while employers proposed about 5 percent starting only in July 2027. The decree applies to employees under labour contracts as defined by Vietnam's Labour Code and to employers including businesses, agencies, organisations, cooperatives and households, and its appendix also adjusts the region classification of some localities.
