Trump Proclaims the American Declaration of Freedom in Space: Solar System Open to All Humanity, U.S. Return to the Moon by 2028

The White House on November 3 issued a presidential proclamation, the American Declaration of Freedom in Space, in which President Donald J. Trump proclaimed that the solar system and all of outer space beyond Earth are the province of all humans and are open to exploration, development, use, and the establishment of a permanent presence, with the United States leading the way. The proclamation was signed in Washington on November 3, 2026.

The proclamation opens by calling it America's destiny to explore and expand its frontiers beyond Earth to the farthest depths of space. It reaffirms that the solar system and all of outer space beyond Earth are the province of all humans, and that the United States will lead the way in the exploration, development, use, and settlement of these new frontiers, forging an interplanetary civilization founded on the enduring and inalienable rights of freedom and individual liberty.

The document recounts American space history, from the Apollo 11 astronauts who took humanity's first steps on the Moon to the rovers that explored the surface of Mars, crediting generations of astronauts, scientists, engineers, and workers. It notes that this past April, the Artemis II mission successfully carried astronauts around the Moon and farther from Earth than any human had ever traveled before, and that next summer Artemis III will undertake one of the most complex and consequential test flight campaigns in the history of the nation's space program.

The proclamation sets out the administration's goals: reinvigorating human spaceflight through the executive orders and directives the President has signed, unleashing a competitive and thriving commercial space industry, and ensuring American space superiority. The United States will return to the Moon by 2028, lay the foundation for a permanent American lunar presence, and hasten the day when an American becomes the first human to set foot on the red dunes of Mars. It says the nation will build the facilities, develop the resources, and establish a permanent presence in space to extend the reach of American exploration, preserve the frontier spirit, and strengthen national security for centuries to come.

In its operative paragraph, the President proclaimed, by virtue of the authority vested in him by the Constitution and the laws of the United States, that the solar system and all of outer space beyond Earth are the province of all humans and are open to exploration, development, use, and the establishment of a permanent presence by American citizens consistent with United States law and the international obligations of the United States. The proclamation is dated the third day of November 2026, in the 251st year of American independence.
