State Department Sanctions Iran MANPADS Procurement Network: Two Individuals and One Nigerian Company Designated

The U.S. Department of State announced in a fact sheet on November 4 that it is designating two individuals and one entity involved in efforts to help the Iranian regime obtain man-portable air-defense systems (MANPADS). The department said the action continues a sustained U.S. campaign against Iran's MANPADS procurement networks, following actions on May 8, June 10 and July 15, 2026.
The designees are Mohammed Ali Tolibov, chief executive officer of Armory Alliance, a Belarus-based entity that has acted as an intermediary between China-based companies and Iran and has been involved in efforts to facilitate the purchase of hundreds of MANPADS; Vanguard Tactical Supply Limited, a Nigeria-based entity involved in efforts to facilitate the procurement of Chinese-origin MANPADS for Iran via false end-users; and Alisher Domullodzhanov, a Russia-based individual involved in efforts to facilitate the procurement of MANPADS for Iran. All three were designated under Executive Order 13949, which targets Iran's conventional arms activities.
The State Department said the action also supports enforcement of the UN arms embargo on Iran restored in September 2025, which bars UN member states from supplying such weapons to Iran, and that the United States will keep exposing the networks that arm Iran's military and the Islamic Revolutionary Guard Corps.
Under the sanctions, all property and interests in property of the designated persons in the United States or in the possession or control of U.S. persons are blocked and must be reported to the Treasury Department's Office of Foreign Assets Control (OFAC); entities owned 50 percent or more by blocked persons are also blocked, and U.S. person transactions involving blocked property are generally prohibited.
