Churchill County Board Takes Up Easement, 88 Development-Rights Certificates to the County

The Churchill County Board of Commissioners took up agenda item 9.D at its November 5 meeting in Fallon, Nevada, acknowledging the recorded Conservation Easement Deed No. 521817 on the C & A Rentals property along Schurz Highway and authorizing the issuance of 88 transfer-of-development-rights (TDR) certificates to the county.
The property covers about 72.53 acres, including 58.27 acres of irrigated, water-righted land and 14.26 acres of open space. The easement consideration was $224,000, and the deed was recorded on September 21. The property's sending-site application was approved on March 6, 2025, and the purchase agreement on May 7, 2026.
County officials stressed that the action does not approve any receiving-site development or 88 new homes; it converts an already-recorded conservation transaction into development rights held by the county so they can be tracked and accounted for publicly.
