Vermont Regulators Reject Allstate's 'Just Enough' Auto Insurance Endorsement

Thursday, November 5, 2026 · Insurance · GSM News

Vermont's Department of Financial Regulation has rejected Allstate's proposed "Just Enough" auto insurance endorsement, finding it could mislead policyholders. The optional endorsement trades lower premiums for reduced coverage: if a vehicle is driven by a household member not listed on the policy, or by an unlisted permissive driver, collision, comprehensive and other vehicle coverages would not apply. Citing state law on misleading policy provisions, the department marked the filing "Disapproved-Final" on November 3. In marketing the product in Tennessee, Allstate said drivers who rarely lend their car to others could save up to 6 percent on premiums. Regulators concluded the endorsement exchanges a hidden shrinkage of coverage for a premium discount, and policyholders might discover the gap only when filing a claim; they therefore declined to approve it. The decision means the "Just Enough" endorsement may not be sold in Vermont, and Vermont car owners will continue to be covered under existing standard policies.
