Denver committee advances contractor-responsibility bill 6-0 for city projects of $1 million or more

Thursday, November 5, 2026 · States · GSM News

Denver's Transportation and Infrastructure Committee voted 6-0 on November 4 to advance the Best Value Contracting bill (Council Bill 26-1540) to the full council. The bill would require prime contractors bidding on city construction projects of $1 million or more to submit responsibility certifications for themselves and their subcontractors, covering licensing, comparable project experience, labor-law and prevailing-wage compliance, insurance and workplace safety.

The revised bill raises the threshold from $500,000 to $1 million, removes the weighted scoring system and apprenticeship requirements, and adds two substantive requirements: 10-hour OSHA safety training, and a requirement that small businesses with fewer than 50 employees direct workers to health insurance options. At the committee's October 21 meeting, a motion to postpone failed 3-3, leaving the bill in committee.

Sponsors expect a mayor-council discussion on November 10 and a first reading on November 16, though introduction could be delayed if issues remain. The full council has not taken final action. (Source: Denver City Council)
