China's Foreign Ministry Warns Against Japan's 'Re-Militarization' as Tokyo Prepares New Security Documents

Thursday, November 5, 2026 · World · GSM News

Japan's government reportedly plans to adopt a new set of "three security documents" in December that would continue to designate China as the "biggest strategic challenge," raise defense spending over the next five years to nearly twice the current plan — between 70 trillion and 80 trillion yen in total — and prioritize offensive capabilities such as long-range strike and unmanned operations. Chinese Foreign Ministry spokesperson Guo Jiakun responded to the reports at the regular press conference on November 5.

Guo said Japan was rushing to revise the three security documents, sharply raise military spending, and develop offensive forces, exposing its ambition to accelerate "re-militarization," and that the so-called "biggest strategic challenge" was merely a pretext for military expansion in the name of defense. He added that people in Japan were also worried that the concept of a "peaceful nation" was eroding and that the economy and people's livelihoods would be seriously affected.

Guo said Japanese militarism had committed grave crimes in history, bringing deep suffering to the peoples of the Asia-Pacific and the world, and that the lesson was not far in the past. He said Japan's headlong "re-militarization," which keeps breaking through its exclusively defense-oriented posture, seriously threatens regional peace and stability and challenges the postwar international order, and that the international community must stay highly vigilant and jointly stop it.

Japan's current three security documents — the National Security Strategy, the National Defense Strategy, and the Defense Buildup Program — were adopted in 2022. GSM reported on October 31 that Japan was expected to keep describing China as the "biggest strategic challenge" in the new strategy rather than upgrading the wording to "threat."
