Rubio Announces Further Sanctions on Cuba: Ten Targets Designated, Five Vessels Identified as Blocked Property

Thursday, November 5, 2026 · Federal · GSM News

Secretary of State Marco Rubio announced on November 5, pursuant to President Trump's Executive Order 14404, a further round of sanctions on the Cuban regime's support networks, designating ten targets including Cuban elites, a crude oil shipping network, state-owned import and technical-support entities, and China-based suppliers of the regime's military forces, and identifying five vessels as blocked property.

A State Department fact sheet issued the same day lists eight entities and two individuals. On the shipping side, Cyprus-based Caroil Transport Marine Ltd, which manages Cuban-flagged crude oil tankers; Panama-based Tentacool Commercial Inc; and Cuba-based Internacional Maritima SA and Petroleos Maritimos del Caribe S.A. (PETROMARCA) were designated, along with Guillermo Faustino Rodriguez Lopez Calleja, described as part of an extensive web of offshore shipping companies moving Cuban crude oil shipments. The five vessels identified as blocked property are ESPERANZA, GLORIA C, MARIA CRISTINA, EMILIA and LOURDES.

Among regime insiders, Any Rodriguez Lastres, daughter of previously designated GAESA President Ania Guillermina Lastres Morera, was designated, as were Cuban state-owned entities CUBAELECTRONICA and TECNOSIME. Two China-based companies supplying the Cuban military were also designated: China National Electronic Import and Export Company (CEIEC), which contracted with the Cuban arms procurement entity Sociedad Mercantil Duna S.A. to export components intended for military equipment used by Cuba's Ministry of Revolutionary Armed Forces in 2026, and Beijing H&C Technologies Co., Ltd, which worked with Duna to export military equipment to Cuba in 2026.

The Department of the Treasury's Office of Foreign Assets Control (OFAC) also issued a determination under E.O. 14404 authorizing sanctions on any foreign person operating in the electronics, manufacturing, marine and technology sectors of the Cuban economy. All property and interests in property of the designated persons in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC.

"The Trump Administration will not stand by while the Cuban regime funnels the island's resources to its military elite, while regime insiders and their family members profit from opaque offshore networks," Rubio said in the statement.
