Delaware Efficiency Report: 164 Projects Projected to Save About $117 Million Over Their Lifetimes

Delaware's Governor's Office released the annual report of its Government Efficiency and Accountability Reform effort, known as GEAR, on November 5, finding that 164 tracked reform projects across state government are projected to save about $117 million over their full lifetimes. The figures run through July 2026 and were compiled under GEAR Executive Director Daniel Madrid; Governor Matt Meyer's administration treats the cross-agency initiative as a standing tool for cutting administrative costs.

The largest single share comes from the Office of Management and Budget's real-estate portfolio work, projected to save more than $76 million. The Department of Health and Social Services cut 109 fleet vehicles for projected savings of about $5.17 million over seven years, while the Department of Natural Resources and Environmental Control set a six-month target for underwater permit approvals that once took up to two years, worth an estimated $435,000 a year.

The Department of Transportation expects process changes to save nearly $1 million a year and about 13,000 staff hours, and moving DUI screening to a state-run model saved $347,250. The professional licensing division's PLUS redesign cut five days from individual application handling and reduced overall application time by 20 percent.

The report also says 194 state employees have completed GEAR process-improvement training. The Governor's Office said the projects span procurement, real estate, fleets, staff time and permitting, with savings returned to public-service budgets, and that the next annual report will again publish savings and status project by project.
