Iowa Governor-elect Sand Names Transition Team Led by Elisabeth Buck and Morgan Miller
Iowa Governor-elect Rob Sand on November 5 named the leaders of his transition: Elisabeth Buck, former president of United Way of Central Iowa, and Morgan Miller, political director of the Iowa State Education Association, will head the effort to staff the incoming administration. Sand defeated Zach Lahn by about 11 points on November 3, running with Dave Muhlbauer.
Buck previously led the state's workforce development agency and served as deputy chief of staff to Governors Chet Culver and Tom Vilsack, running two gubernatorial transitions. Miller came to the education association from AFSCME Council 61, where he was political director. The team also launched IowaForAll.com to take applications to serve in the new administration.
Outgoing Governor Kim Reynolds has congratulated Sand and pledged a full handover. The transition team says cabinet nominations and agency-leader searches will be announced in batches over the coming weeks, with budget and project inventories reconciled agency by agency with the current administration.
Sand is the first Democrat in years to win Iowa's governorship and takes office in January 2027. The team says first agenda items will follow his campaign commitments on public-school funding, state fiscal audits and rural health care access.
