Netherlands Puts Schiphol Cap into Law: 478,000 Flights a Year and 148 Noise Enforcement Points from November 1

Friday, November 6, 2026 · World · GSM News

A revised Schiphol Airport Traffic Decree took effect in the Netherlands on November 1, setting a legally enforceable ceiling of 478,000 aircraft movements a year at Amsterdam Airport Schiphol, with a possible future increase to 500,000 subject to environmental conditions. The Dutch Ministry of Infrastructure and Water Management published the legislation on October 27.

The decree expands noise enforcement points from 35 to 148 and links future airport growth to reductions in noise disturbance, tied to the government's objective of cutting the number of people severely disturbed by aircraft noise by 20 percent. The Human Environment and Transport Inspectorate enforces the rules.

Schiphol is one of Europe's major hubs, and the cap will shape airline scheduling and life around the airport. The government stresses that 500,000 movements are not authorised immediately and require the conditions to be met first.
