Senate Passes Homeland Security Budget Plan 50-48, With $70 Billion for Immigration Enforcement and Border Patrol

Friday, November 6, 2026 · Federal · GSM News

WASHINGTON — Shortly after 3:30 a.m. on Thursday, November 5, the U.S. Senate voted 50-48 to pass a budget plan that would provide $70 billion over three years to Immigration and Customs Enforcement and the Border Patrol, in a bid to get the Department of Homeland Security — shut down since mid-February — running again. The plan now goes to the House.

Homeland Security funding has been stalled since it expired in February because Democrats have demanded policy reforms to federal immigration enforcement. Earlier, in January, federal officers shot and killed two protesters, Renee Good and Alex Pretti, in Minneapolis, Minnesota.

In March, the Senate passed by voice vote a bill funding the rest of the department, including the Transportation Security Administration, but House Republican leaders refused to take it up, saying they would not move forward without immigration enforcement funding. This time the Senate used the budget reconciliation process, which requires only a simple majority and bypasses the 60-vote filibuster threshold.

Senate Majority Leader John Thune said Republicans want the bill focused on immigration enforcement and hope to send it to President Trump for his signature within weeks. Democratic leader Chuck Schumer said Republicans should focus on lowering people's out-of-pocket costs rather than pouring hundreds of billions of dollars into immigration enforcement. When the House will consider the plan remains unknown.
