Honolulu's Dos Santos-Tam Elected City Council Chair in 6-2 Vote

Honolulu, Hawaii — The Honolulu City Council voted on the afternoon of November 5 to elect District 6 Councilmember Tyler Dos Santos-Tam as council chair by a 6-2 vote, with incumbent Chair Tommy Waters abstaining.
Dos Santos-Tam's District 6 covers downtown, Kakaako, Kalihi and Nuuanu, the urban core of Honolulu including Chinatown. He had earlier introduced a council reorganization resolution proposing himself as chair and Esther Kiaaina as vice chair; his naming of Scott Nishimoto as majority leader was part of that self-nomination proposal and has not been seen confirmed by a vote.
Waters will leave office in January. The reorganization move stemmed from a Sunshine Law controversy over a gathering of five councilmembers at a Waipahu restaurant in early October. The state Office of Information Practices is investigating whether that gathering violated the open meetings law.
Dos Santos-Tam sought a second four-year term in the November 3 general election and said he would use the council's new leadership to advance public safety and infrastructure agendas for the urban core.
