Indianapolis Mayoral Candidate Andrea Hunley Unveils Policy Agenda Built on Free Preschool and 30,000 Homes

INDIANAPOLIS, Ind. — Indiana state Sen. Andrea Hunley unveiled the policy agenda for her Indianapolis mayoral campaign on November 5 at the P30 event center on the city's east side, before about 200 supporters.
Called the "People's Policy" agenda, its core pledges include free preschool, cutting homicides and nonfatal shootings in half within four years, building 30,000 new homes by 2032, doubling the arts budget, more than doubling the parks budget, spending $1 billion on road repairs, and cutting evictions in half by 2032.
Hunley said free preschool could be funded by combining local, state and federal money, and that the housing goal would be met by lowering borrowing costs for developers and streamlining homebuilding approvals.
A former teacher and elementary school principal, Hunley was elected to the state Senate in 2022 and is now running in the May 4, 2027, Democratic mayoral primary. Her rivals include a city-county councilor and the director of the Department of Public Works. One rival has previously proposed issuing up to $375 million in bonds to speed up road repairs, and Hunley's agenda is considered the most comprehensive of the three candidates so far.
