Eurostat: EU Average Full-Time Salary Rose to €41,500 in 2025, With Luxembourg Top at €85,600 and Bulgaria Lowest at €16,200

Brussels — The average annual full-time adjusted salary for employees in the European Union was €41,500 in 2025, up 4.3 percent from €39,800 in 2024, according to Eurostat figures released on November 6. The measure expresses part-time pay as full-time equivalents and combines national accounts data with the Labour Force Survey.
The gap between member states is wide. Luxembourg recorded the highest average at €85,600, followed by Denmark at €73,500 and Ireland at €64,400; Belgium and Austria were also above €60,000, with Germany at €56,360, France at €44,734 and Spain at €35,125. The lowest averages were in Bulgaria at €16,200, Greece at €18,800 and Hungary at €20,100 — Luxembourg's average is roughly 5.3 times Bulgaria's. The Netherlands was excluded from this ranking because of a different calculation methodology.
Eurostat notes that the figure is a mean rather than a median: high earners pull the average up, most employees earn less than it, and the numbers are not adjusted for differences in prices or tax systems between countries, so cross-country comparisons should be read with the methodology in mind.
